Due to the higher level of system complexity to meet Tier 4 emission standards, these non- emergency CI engines are always limited in operation(or inoperable) when emission control devices (ECD) are not working. This is a problem during an emergency, when a limited engine may not be able to provide power to critical loads. Under this special provision, owners are able to override the engine limitation due to malfunctioning ECD during an emergency.
